The new amounts and thresholds for the rental sector in 2025 have been established. This includes the maximum rent price limits, WOZ values within the Housing Valuation System (WWS), the social rent threshold, and the liberalization threshold. These are adjusted annually based on indexing and are particularly relevant for landlords of rental properties.
Maximum Rent Price Limits 2025
The maximum rent price limits determine what rent may be charged for a specific number of points. These will be adjusted on January 1, 2025, according to the inflation from July 2023 to July 2024, which is 2.32%. The amount will be rounded up to the nearest cent.
One-time increase at 143 points
The maximum rent price limit for independent homes at 143 points will rise by €0.08 to €879.66 as of January 1, 2025, equal to the rent subsidy threshold. After indexing, this limit will be €900.07, which will also be the new upper limit for social rent.
With this adjustment, the upper limit for social rent will remain equal to the maximum rent price limit at 143 points. Therefore, starting at 144 points, homes will be available for rent in the middle segment. This provides clarity for both landlords and tenants.

WOZ Values within the WWS 2025
Independent homes
As of January 1, 2025, the WOZ values in the WWS will be adjusted based on the average increase in owner-occupied housing values between January 1, 2022, and January 1, 2023. This national increase is 5.4%.
Non-independent homes (rooms)
As of January 1, 2025, the WOZ value per m² will be adjusted based on regional changes in owner-occupied housing values (COROP regions). A new column in the regulation will show WOZ determinations for 2024 (reference date January 1, 2023).

Liberalization Threshold 2025
The liberalization threshold for independent homes has been linked to the maximum rent price limit at 186 points since July 1, 2024. For 2025, this threshold will be €1,184.82 per month.
Important: The initial rent price determines whether a rental contract is liberalized, not the current rent price. This initial rent is the rent price at the start date of the contract and is compared with the liberalization threshold applicable at that time.
